It's just programmed that way. There's code on the site that checks who has brought up the picture.

The same kind of code shows you when someone has read a personal message you have sent.

There is also an algorithm called Edgerank - it's basically a set of rules for how Facebook calculate how many people they are going to show the content to. If you posted a picture on a Facebook page that's how many people have had the post show up in their newsfeed.
