Why did facebook make this change with the messages?

Ok the other day, I blocked someone and I noticed their profile picture was still visible, but I thought he hacked me and unblocked himself, then I found out it was a change. So they made a change when someone blocks you, you can still see their picture, but you still can't reply or see their timeline. Why did Facebook make this change??? Someone please answer
