I thought Twitter now allowed you to pay to send a specific person a tweet?

I thought I heard about this a month or two ago but now can't find any information on how to do it. I thought how it worked was, let's say you wanted to send something to a celebrity. Well you could make a general tweet about them or send a regular reply to one of their tweets but their is only a small chance they would see it. I thought that now Twitter had a system where you could pay and that tweet would go directly to the celebrity. Am I wrong about that?
