Will my photos be safe?
I'm still new to this iPhone thing and have an iphone 4. I Need to free up space on my phone for the iOS7 update, so I'm backing up all of my photos to my iCloud. Once they're backed up, can I delete the photos from my phone and still access them via iCloud? Without worrying that they'll be gone forever?

I do believe so, otherwise what is the use of the cloud saving?
Just to make yourself sure, try to delete one or two photos from your phone, then access iCloud directly, and see yourself whether those deleted pic still there.

Safe, as long as you remember your registered name there & your password, and nothing happened with iCloud.

You could also send those pic via bluetooth to your computer if you have one.

Anyhow, upgrading o/s online will not deleted your photo, data, installed app etc.; formatting or factory reset will do delete.
