Is a facebook user who isnt your friend still able to see when you viewed his/her profile?
In past facebooks I was on stalker lists and fan lists with my facebook friends. Would it only be friends or can it be non friends too?

you are confused - there is no way to see who views your profile on facebook - the list of top friends in someone's profile has nothing to do with anyone looking at their profile

No, no-one can detect that you viewed his/her profile, not even your friends.
Yes, there may be others also in a group, who are not in your friendlist.
