Well theres someone who created a hate account on instagram against my friend how do i figure out the email or who it is

You can't find out who is running that account. However, if that user have been bothering your friend, tell him/her to report that account with proofs.

Again,your friend needs to report, if you report, it won't work. The user who is getting abused needs to report it with proofs.
