Why does facebook pick on innocent people sometimes?

this is the third time I'm asking *groans* and no one thinks I'm making sense. I ment why does facebook block random people who love to chat with their friends or add requests to thousands of their real life friends. I understand that they don't want you to request to strangers but what if those are your actual friends?
