Can you report someone on Youtube if they had a giveaway and you won, but they wont respond?

I won this makeup contest on Youtube about a month ago. I've messaged the girl twice on Youtube and on Instagram. Just curious as to what I can do about this. If it's a fake contest (proof that I won but didn't receive anything- including a response) what can I do?

nothing you can do about it except comment on her videos that you won and she didnt uphold her end of the deal

I have heard that macbarbie07, missglamorazzi, and allthatglitters21 are infamous for not sending out the prizes to the winners.

Sorry about this happening, but its just makeup so dont get yourself too down about it.
