It uses the friends you have got. The more mutual friends you have with the person you may know the more likely you are meant to know them according to facebook

They're just "friends" of the "friends" you have on your list. They may be new friends that were just "friended." You just get the notice via the email you signed up with whenever someone new comes on the scene of a friend on your list.
