How can you report a dead person’s facebook?

I knew to friends who died one passed away in 2009 and the other February last year and their Facebook accounts are still there. Can you report them if they died and if not how much does it have to pass until Facebook deactivates their accounts?
And its a personal Facebook account not a group account.
I am not saying I should delete them but I dont want people writing down stupid insulting things on their Facebooks and not be able to do anything about it.

If they allow comment say RIP etc. If not, just ignore bad things and at least you know some people still visit them like a grave.
