Facebook App Creation: Question for Developers?

I want to create a Facebook app that can function within a user's group or personal network. However, I don't know ANYTHING about developing an app for Facebook and I don't know how complicated or involved this would be. I've dabbled in very basic programming (html and forum code) when I could find information for free online. Should I attempt to teach myself the necessary programming? Or should I hire or partner with someone to achieve the creation of this app?

The app needs the following main features, and possibly a few other small tweaks:

- a working calendar: that all group members can post and reply to events posted on the calendar, the poster of the event would receive the posts privately

- a point system: where group members can award other members with some form of credits for attending events, there are a few other methods for awarding points as well like...joining the group, achieving a certain ranking, etc. I'd also like for the points to have a "buy" option to accumulate revenue for myself/partner as well as a "sell" option for app users to sell back their points if they so choose.

- a ranking system: to award members who have attended so many events

- badges: to be awarded for accomplishing certain tasks, specifically submitting a background check or submitting TO a background check

learn java its not hard so i would say do it on your own or find a friend that likes it also( its just like working out when one dont want to do it the other will step up) this is the site i learned on http://www.codecademy.com/ there good but it douse take time.
