How to fix privacy settings on facebook?

I have a new facebook account, and whenever I try to sens a pm to anyone, or they try to pm me, this message appears: Message cannot be sent based on either the receivers' privacy settings or yours.
Does anyone know how to fix this??

Check your Message Settings By Clicking on the Lock Button Under Who Can Contact Me Make Sure its Set to Basic Filtering

If Thats All Set Than its a Problem With Facebook

Please Contact Facebook at the Help Center and Report the Problem To Them
