Is Google putting up their own reviews to encourage joining GOOGLE +?

I am tired of joining anything new - am on overload !
But noted an anonymous Google review ("a google user") on my business with only 1 star (poor review results) and no comment.
I have no knowledge of anyone disliking me or my business unless it's just a competitor.

If someone wants to write a negative review, they usually drone on and on. Since they didn't write anything, perhaps Google is putting in low reviews with no details since it's random and they don't know what the business does anyway - just to encourage business owners to join Google+ and control reviews (though I can't delete this one).

YELP was accused of writing fake bad reviews to encourage business owners to upgrade ($) so they could control their reviews. And they were sued for it - but I haven't heard about the outcome.
Anyone else experience this?

I also heard such rumor before, also saw some memes on facebook stating the same... still no idea whether it is true or not !!
