Is this harassment or just annoying?

So there is a problem between three people; person1 and person2 have a problem with person3. Person 3 does not want to talk to them, but person1 and person2 continuously try to confront person3 any chance they get. They also have person4 stuck in the middle there, being the messenger for person1&2 to person3. Is it harassment to continue to bother person3 on social media and pull them into ridiculing conversations when they specifically request person1&2 do not speak to them in real life or otherwise?
