How do I get my purchased apps onto my new phone? (Android)?

I had a HTC Evo 3d now I have a Samsung Galaxy Note 2. I have re-downloaded all of the free apps that I use to my new phone but when I come across an app that I have already purchased on my old phone Google Play wants me to pay again but this doesn't seem right. I've tried everything and searched the internet and I'm not getting a clear explanation on how to get these paid apps to my new phone. I refuse to buy them again because I'm not a sucker. I'm already back to the drawing board on Candy Crush and Plants vs Zombies 2 now this... So can anyone do the good deed of explaining the process to me. Thank you very much Yahoo community.

p.s. You get bonus thank yous and good karma if you can tell me how to transfer my gaming progress to me new phone. For Example: I was on level 180 something on Candy Crush Saga on my old phone, I re downloaded Candy Crush Saga and Now I'm on level 1 and they are showing me how to play the game again like I'm some noob.

In candy crush saga you can pair with your Facebook account then all the performance will be moved. You can also You can also manually copy the save file from memory card to your new phone
