When you tag someone on the facebook or any other apps.

When he logins in, he'ill find a notification about your tag..

You can tag in pictures/posts... so yeah, they'ill get a notifications about it.

You tag people in pictures, videos, check ins and status updates. It just shows that the person tagged was with you at that particular time.
