How to send emails to people if they are not in my mailing list?
I have started a website and I want to promote it. However every host provider and email marketing service provider is saying that I can only send emails from there servers if I have my own opt-in mailing list. My question is what should a person do if he just started his website and no one knows about it. At least he should be able to let people know that his website is exist. Can someone give me some links of host providers from which I can send around 5000000 email so that at least people around the world should know about my website. After that the opt-in and opt-out comes into the picture right?
I have researched about this more then I know anyone ever has. What I have found is that although people send many SPAM emails the current mailing services are much smarter then it use to be like gmail or yahoo. They automatically filter around 90% of spam mails which has contents like "buy Viagra" or "replica watches", but aside of that I think due to these SPAM guys, people like us who are genuine are affected. All host provider ask you an opt-in email list. And if you send emails to unsolicited users they say people will complaint about our site. I get SPAM emails on daily basis. I never complained about someone. To be frank people don't have time to do all these stuff. However If they get the same email frequently from same person they may do something about it. However my question is at least give people like us a chance to send one and single email to people who are not in our mailing list so that at least they should come to know if there is a service/web

Sounds logical but I'm afraid it's still called SPAM if you send emails to people who have never subscribed. A decent opt-in list is the base stone of email marketing, which means email marketing may not be the best way to get attention for a new brand.

To spread the words out, you can rely on the SNS sites these days. Use FB/Twitter to show yourself to the public, you'll get traffic to your site, and at the same time grow your list. Give something valuable for free in exchange of people's email add., something digital will be ok, such as free software download/coupons/study materials, etc. on your website and let people know through the social media sites.

Of course you can find list purchasing on the market these days, but trust me, it will be the last thing you want to do in email marketing since you'll just never know how bad those lists are before you buy & send.
