Why do these guys randomly come back?

I've been played and hurt by pretty much every guy I've had a thing with.. and they've all ended up "coming back" somehow. Most recently.. this guy was chasing me for 2 weeks. I didn't know how I felt but I finally hung out with him. We went shopping and he was being all cute. If you walked passed us you probably would've thought we were in a relationship. Then after shopping.. he took me to this cute place and we ended up kissing. He definitely wanted to go further but I wouldn't let him. So about 2 months go by, doesn't even make eye contact with me at school, no texting or nothing. Not gonna lie, I posted a cute picture of myself yesterday on instagram. Guess who randomly snapchatted me after liking the picture? Him. And he's asking when we're hanging out again.

Why? He couldn't find anyone else?
How do I handle this?
