Why can't some of my friends comment on my photo on facebook?

I thought I'd mastered it, and put mums family into one category, close friends in another, dads family, aquaintances etc...... but when I've 'viewed as a specific person' that particular person cannot comment on my photo's......
I've tried everything but no luck, even fb help centre and all that's on there are other people asking the same questions with no replies at all.

Thanks for anyone that knows the answer, please don't guess....
If they didn't want to I wouldn't be asking would I.... your friends might not want to on your wall but mine do, sorry. Hope you make some friends soon.

Ok I hope this works but

Go to Settings then Privacy edit everything to your liking.

Then go to Notifications then edit your Settings.
