How does marketing make government, business, organizations, institutions, and individuals’ relevant in society? Marketing is still a bit foreign to me. Thanks for your input in advance.

Don't think it does. Marketing is mostly commercial, it can have a social function (think health care advertising), but it still wouldn't include what your question suggests.
