Sounds as though he has lost out too often on ebay auction bids and doesn't want to waste any more time on it. Or perhaps bidders haven't given him the level of money he hoped for.

Sick as a dog could mean he is simply fed up with the lot of them as he hasn't reached his goal but it can also mean violently throwing up (being sick) often after a hard days night on the town.
