No, i think it is actually under reported. There are grade school kids selling drugs, carrying guns, talking back and cursing out parents and teachers among many other unsociable acts. Part of the problem is parents today and another part of the problem is government agencies that have have so called rules on how you can and cant discipline and going against those rules ends up in legal issues that should be of no concern to the gov. Kids learn this at a very young age now and know how to use it against the parent hence the reason why some parents are not able to control the children
