On instagram does this mean someone blocked me?

when I search someone (let's call them Bob), I click on his profile and it has his profile pic and bio but where it would say "following" it says "user not found" and it says Bob has no posts yet. Then I went on someone else's account (How about "Joe") and went to one of joe's photos because I knew bob commented on it. Bob's comment was no longer there, but when Joe replied to Bob he tagged Bob in the comment. I clicked Bob's username in Joe's response and it said "user not found" and it was completely blank, no profile pic, bio or Anything at all. Then I went on someone else's account (let's call them "Dave") because I knew Bob tagged Dave in a few photos. So I clicked the tab where it would shows tagged photos of Dave and none of Bob's photos were there.

Was I blocked or did bob delete his instagram?

He most likely deleted his Instagram.
