How do people create the avatar pictures of the troll/meme accounts on twitter such as "Horry Puttor" and "Spoderman?" Do they just use a meme generator or a program like Paint? I'm curious and would like to make one for the heck of it.

Your Gonna Have to Ask The people That Did it What They Used it Could be a Lot of Different Programs it Could be Maybe Photoshop But The Only Way to Find Out if Thats What they Used is to Ask Them
