Because tweet is the sound a bird makes.. So when a bird tweets it twitters.. It wouldn't make sense to put a frog or dog..

Birds like to fly around fast and in open air you could have a flock of birds. So fast transfer of information over the internet etc. and with all your followers its like a bird flock. Birds making lots of noise. being obnoxious (or not) etc. People talking a lot and being obnoxious (or not). thats about all. its a cool icon.
