Can you still send a dm to someone who has dm limit? Will they still get your dm just won't be able to dm you back?

I didn't even know there was a DM limit but usually it works that you can receive and read your DM's but you can't reply since your on limit. The limit is to say they have sent too many so it stops them from sending more, but they can still read them.
