No. He tried to tie it to a so called lock box account in which congress could steal all of the money that was supposed to be invested in government bills and bonds and earn interest to pay for peoples retirement and replace the money with a bunch of worthless I.O.U's.....no.... wait a minute...that's the present system...crap....we're all screwed!!!
