i no you put @andtheirname but what does it mean when someone fallows you does that mean if they don't fallow you then they cant get the tweets you send them
for example-i am fallowing justin bieber but he never answers my tweets so does he have to fallow me to get my tweets but it don't matter he still gets them only if im fallowing him.

When you tweet someone @theirname they will see your tweet in their timeline. Celebrities tend to get a lot of people tweeting them, and some are just not interested, or they just can't answer all of them.
Be persistent, and make sure your tweets stand out from the crowd, and maybe you'll eventually get a response.
