I've liked this guy for quite a while now. He knows I like him and his friends always say that he likes me back. We're both shy. He smiles at me and looks down when he sees me, and he waves at me sometimes. I notice him staring at me, but he never approaches me. Why doesn't he ask me out? What shall I do?

He's just shy, go over there and strike up a conversation with him.

Try texting him
And you can also get closer to his friends do when you actually approach him or when he approaches you, you can have something to talk about
