I have a target gift card, but I don't usually shop at target, is there a good place that I can sell/trade the gift card in and get cash back? preferably to Paypal.

I used to use PlasticJungle.com but they no longer give out checks. I would suggest trying Gift Card Granny. BUT I have never personally used them.

There are several companies that buy, sell or trade gift cards. Some will pay more for a specific card than others and some will pay via PayPal and others don't. Here is an article with information and links to most (if not all) of the companies in one place: http://www.squidoo.com/unwanted-gift-cards I would suggest you look at several to see which of the ones that pay via PayPal will give you the best deal.

It would be simpler to go to Target and pick out something you know you will use - socks, underwear, shampoo, deodorant, bread, potato chips, etc.
