The person would rather talk and meet others face to face than over the internet.

It means that whoever said this, does not like it when people want to communicate mostly on social networks like Facebook, Twitter, other social networks etc. I agree with it, I don't like it when people only talk to me on Facebook. I like talking to people face to face more, I can understand them better and see if they actually smile when I talk to them, instead of just sending a ":)".

It means, he/she rejects any contact/talking, of those who want to contact/talk with he/she, through social media.
For example:
Billy:*Billy goes onto facebook and messages Joe, "Hey Joe how's it going?"
Joe:*Rejects Billy's message
