I would start with well known people they could be popular on the net or celebrities in the search twitter field.
ask your friends around on who has a twitter and get there user name and type in twitter.com/username
for me once I found a single friend of mine it kind all feel into place and became easy to find and follow them
once you got a decent number of following then I would get app but I would not talk about that intill you got the hang of just using it on yur browser

ok just post ur 140 character messages on the home page
search for people and celebrities thru the "find people" button
and reply to messages by placing an @ sign before the persons name then writing ur message like @perezhilton haha just an example
