You can promote your twitter at your facebook, blogger or any other social network. You can also follow more people at twitter so more people will follow you back.

Try to follow your content related followers. If some one is following you than drop them a message of "Thanks for following". Post tweets on daily basis and post interesting tweets with textual images which are related to your content.
