You can promote your twitter at your facebook, blogger or any other social network. You can also follow more people at twitter so more people will follow you back.

There are sites, for example http://www.friendfollowers.com they offer YouTube related subscribers likes views etc and facebook fans and twitter followers, just be willing to pay close to 400 dollars for 10k

Try to follow your content related followers. If some one is following you than drop them a message of "Thanks for following". Post tweets on daily basis and post interesting tweets with textual images which are related to your content.
