How does this NOT contravene the Facebook guidelines? - 1 - 01-16-2014 06:55 PM

Unfortunately the other day I stumbled across an incredibly offensive Facebook page full of racial slurs, offensive photos and brutish racist morons discussing why the UK would be better off without any racial minorities.
I reported a particularly offensive photo the user had as his profile picture, expecting it to be removed without any fuss whatsoever, only to receive a message a few days later saying it does not break any rules.
I've uploaded screenshots to show you what I mean.
The offending photo:

Facebook's response:

Don't get me wrong, I DO have a sense of humour but I know full well any decent, educated individual would find that image incredibly offensive and it most certainly should not be tolerated.
What is Facebook thinking?

Here is facebook's community standards guidelines, which are listed below. That image cleary does break facebook's guidelines as stated here:

" We do not permit individuals or groups to attack others based on their race, ethnicity, national origin, religion, sex, gender, sexual orientation, disability or medical condition. "

I suggest you report it again, and instead reference their page and quote their own text.
