I would say that for whatever reasons he has, I just don't think he is ready for a relationship or wants one. What I would do, is ask him to be really honest, as to whether he has feelings for you or not, and if he says no ask him why, and also ask him why he never replys. If he stays closed off, or tells you he definitely doesn't like you, and being friends with him is not enough for you, then I would say to forget about him. Good luck
