On the GI Bill do you have to claim it as an earned income for Child Support?

The Supreme Court ruled years ago that VA payments are not to be considered income for child support, but there has been a continuing problem with the states ignoring it. Are you filing on you own or asking child support enforcement to do it for you? They are required to help under federal law.
