What does John McCain mean in this quote about Mubarak?

No, what McCain is implying, is that an old ally and friend must relinquish power, in order to save Egypt from certain anarchy. By stepping down, the rioting will subside, cooler heads will prevail, giving the government a chance to make an orderly transition.

The word Regrettably was used to identify the loss of a good statesman and friend, but the time has come in order to save the democracy.
