Well make sure your tweets are going to be interesting for others first off.

And you can use this website to get you started : http://www.twiends.com
You basically log in with your twitter account, and you when you follow people on the site you get seeds which will help you get followers. Anyways its all explained on the site.
Its safe, I've used it before and scanned my computer after and I was fine.
