How to talk and flirt with random girls?

Talking to a random can be very stressful for me cause I don't know her, and the only time I could talk to a random girl is if she talks to me, but I want to be the first one to say something without being creepy, and looking stupid. Like if I see a girl on facebook, on twitter, walking, at the mall, or at school(BTW im in high school 11th grade) and I don't know what to say. Like what should I say, how to introduce myself, what to talk about, what type of questions should I ask, and some people say see what she is interested in and ask open ended question. I also want to know how to flirt with a girl for beginners I guess cause the flirting I know is touching and I dont want to be rude with somebody I dont know. It would really help if a girl answerd this so I can get a better understanding. Ima good looking person I keep myself clean and smelling good. Im also a good person to talk to and im just a good laid back person. I tried talking to my mom about this but she thinks I dont like people and I do just have a hard time communicating with other people. Oh and no BS seriously.
