Deal Vault is locked on my google chrome extensions?

My sister downloaded a Windows Movie Maker not form the Windows site so now there is a HORRIBLE extension called Deal Vault, it's pretty much stuck in my extensions. I went to the website to know how to delete it off my computer thinking it would solve the problems. I followed the Internet Explorer and Chrome directions on how to delete it. DIDN'T work. It is starting to get really annoying with the ads. I downloaded ad Block Plus because I thought it would get rid of the ads. NOPE. It shows this really annoying list of "Ads not by this site" alllll the way down the picture comment section of Facebook and also the homepage. Back to Deal Vault. Every time I go to see if its "enable" box isn't locked, it says "This extension is managed and cannot be removed or disabled." MANAGED BY WHAT!?!?!?! Okay. I want to be able to delete this extension form Google Chrome AND FAST. Please rely. Thank you so much
