There are different options:

Learn HTML & css to create a static website.
(Every time you want to update a page you need to change the html code)
Learn PHP & mysql to create a dynamic website
(You can add new text through a gui you create.)

The easy solutions
- Get a blog and customize it like a website.
- Get a discussion forum it is not the same as a website but you can chat on it.

If you want a blog or forum or some webspace, still have some webspace available could help you out.
