Is making a fake Facebook account illegal?

Creating a fake account is against Facebook's Terms of Service, but not necessarily illegal unless they're using the account to do something that would constitute illegal behavior like harassment or identity theft. You can definitely report them to Facebook, though. Follow the instructions here to do so: https://www.facebook.com/help/?faq=174210519303259
