Just follow people you know then tweet them saying

"Follow back Big Grin" that usually works.

Or you can consistently retweet people then they'll notice you retweeting them they'll follow you.

Or you can make fake accounts and they could follow you, and if you get to a point where you have a lot more people will just follow you because you have a lot followers.
