If I message somebody on Facebook who I am not friends with, can I tell if they receive my message?

If you can send them a message, then most likely they can receive it. You'll know they read it if, at the bottom of the message, it says "Seen at _______ A.M./P.M." That's a big way for Facebook to let you know that they read your message.
