Because you're good at marketing and web development, I would recommend starting your own web development or social media consulting firm. Do some small projects for friends, family and non-profits, and build yourself a website, and then start offering your services to others. Keep your rates low at first (start around $20/hour), and you can build them up over time.

Sites like elance.com, odesk.com, rentacoder.com can be ways to find work if you don't want to market your own services. You can also use search.twitter.com to find people looking for your services.
