It isn't the wi-fi that's the problem. It's a good troubleshooting attempt, but it sounds more like the app itself. The Facebook app is known to be glitchy when it comes to uploading pictures sometimes. First make sure you're updated to the most recent version of the app. If you are, try uninstalling and reinstalling the app and if it still isn't working correctly, just upload it from a computer. Hopefully they can fix some of their glitches in the updates.
