I would check the 'settings' to see if Data has been disabled.
A new phone often has this done in case the new user does not yet have a data plan.. and would then get high (unexpected) charges from a smart phone. and yes, for android phones, you need a google account (just make one on line) to link all your other settings to, So use your normal PC browser to make a gmail account. Then use that ID/password to open the google/android market option. So you can either set a new one up (reset the phone settings in settings menu if needed), or get the guy in the shop to give you the details of the account he used - he really should not have used an account without giving you the details.
