Easy - there are lots of free editors to create your website - just google for them.

However, if you want to upload the website you created to the internet you must register a domain name and then organise hosting both of which incur small costs. For a .com registration is around US$9.00/10.00 per year while hosting starts at around US$4.00 per month depending on the space required and the bandwidth used.
