I am using 4mbps data plan of bsnl but am getting about 250 kbps why?

The speeds are defined differently. I thought the same thing as I had 15mbps internet yet my downloads were capped at 1.5...

When explained to me; Mbps is not Mega Bytes per Second. Its Mega Bits per second. Not the same. As 1000kilobytes is 1megabyte. So, 100 kilobytes would be 1 mega bit. Just move the decimal over a place and you have your speed.

Currently, my internet is 22Mbps, and my downloads cap off at 2.2mb/s.
